Flood risk in Bristol: the tidal Avon, the Frome and surface water

Tidal and river flooding from the Avon dominates the centre and east of Bristol, while surface water is the most widespread risk across the built-up city. Avonmouth and Severnside form a separate, low-lying tidal floodplain in the north-west. Groundwater is a smaller but real issue on particular sites, so most Bristol assessments have to weigh several sources together.

The tidal Avon reaches deep into Bristol, navigable and tide-locked through the city to Netham, where the Floating Harbour and the Avon New Cut split the historic harbour from the tidal river. Because the channel is tidal, a high spring tide coinciding with high river flow is the classic Bristol flood mechanism — the same combination behind the worst events in the city's history. The fluvial Avon and its tributary the Frome, largely culverted beneath the city centre, add river flooding to the mix, while the Malago and Colliter's Brook drain the Bedminster valleys in the south.

  • Tidal flooding. The Avon is tidal through the heart of Bristol, and the Bristol Channel's huge tidal range drives the risk. A surge or a very high spring tide can overtop quays and defences along the harbour, St Philip's Marsh, Redcliffe and the New Cut.
  • Rivers (fluvial). The Avon and the culverted River Frome flood valley floors through the east and centre, with the Malago and Colliter's Brook affecting Bedminster and Southville. Land in Flood Zones 2 and 3 along these corridors almost always needs an assessment.
  • Surface water (pluvial). Now the most widespread flood risk in England. Intense rain overwhelms drains in low-lying and steeply drained parts of the city — Bedminster, Brislington, Eastville and the Frome valley. Since the 2025 update, surface water on the Flood Map for Planning can trigger an assessment even in Flood Zone 1, in line with the rules on critical drainage areas.
  • Groundwater. Mostly low across the Mercia Mudstone on which central Bristol sits, but locally relevant near the limestone ridges and made ground, and for any basement or below-ground level. See groundwater flooding.
  • Sewers and the levels. The combined sewer network backs up in heavy rain — Wessex Water's responsibility — while at Avonmouth and Severnside the Lower Severn Internal Drainage Board manages a network of rhines and pumps across reclaimed tidal land below high-tide level.

Avonmouth and Severnside are a case apart: a flat, reclaimed tidal floodplain in the north-west of the city, much of it at or below the level of a high spring tide, kept dry by embankments, rhines and pumping. It is Bristol's main industrial and logistics belt, which is why the Environment Agency, Bristol City Council and South Gloucestershire Council are delivering one of the largest flood-defence schemes in the West of England there. A history of flooding in Bristol

These dated events are why the authorities here scrutinise development so closely, and why a flood risk assessment in Bristol has to be evidence-led rather than generic. Each one shaped the defences and the policy a developer now has to design around.

  • 1607 — the Bristol Channel floods. On 30 January 1607 a storm surge on a high spring tide — long debated as a possible tsunami — inundated low-lying land all around the Bristol Channel and Severn Estuary. It remains the benchmark tidal-flood event for the region, and church markers around the estuary still record how far the water reached.
  • 1968 — the Chew Valley flash flood. On 10 July 1968 around 175 mm of rain fell on the Mendip and Chew catchments south of Bristol in under a day, sending a flash flood down the River Chew. It swept away the bridge at Pensford, inundated Chew Magna and Keynsham, and flooded parts of Bedminster, with seven lives lost across the wider event.   • 2007 — the summer floods. Bristol escaped the worst of the national 2007 floods but still saw localised surface-water flooding where intense rainfall overwhelmed drains. The wider 2007 event led to the Pitt Review and the Flood and Water Management Act 2010, which made Bristol City Council the Lead Local Flood Authority.
  • Recent winters. Repeated tidal and fluvial alerts on the Avon, and surface-water flooding in the Frome and Malago valleys, keep flood risk high on the agenda — the backdrop to the Avon Riversides 2100 strategy now in development.

A pattern runs through all of it: ground that has flooded once tends to flood again. A robust assessment treats this recorded history as evidence, not background colour.

Flood defences and schemes protecting Bristol

Major investment is reshaping flood risk across Bristol, and the schemes change what a development next to them has to prove. A new defence reduces the chance of flooding, but it never removes it, and planning policy still expects the residual risk to be assessed.

  • Avonmouth Severnside (ASEA) flood defences. Around 17 kilometres of new and improved tidal defences across the Avonmouth and Severnside levels, the biggest scheme of its kind in the West of England, reducing flood risk to about 2,500 homes and businesses and creating roughly 80 hectares of wetland habitat. Delivered by Bristol City Council, South Gloucestershire Council and the Environment Agency.
  • Avon Riversides 2100. The long-term strategy (formerly the Bristol Avon Flood Strategy) to manage tidal and river flood risk along the Avon through the city to 2100 and beyond. Its outline business case was approved in early 2024; the defences are estimated at around £250 million and are expected to better protect tens of thousands of properties and unlock major regeneration sites.
  • The Floating Harbour and the New Cut. The historic engineering that separates the non-tidal harbour from the tidal Avon still does daily work managing water levels through the centre — but it does not remove tidal risk from the quays and low-lying land around it.

The catch for developers is the one we set out in residual flood risk and why a site stays in a flood zone after defences are built: the Flood Map for Planning is drawn as if the defences are not there, so a defended site can still sit in Flood Zone 3. Sea-level rise in the Severn Estuary makes this sharper still, which is why an assessment applies the Environment Agency's climate change allowances over the development's whole lifetime.

Planning policy and your Lead Local Flood Authority in Bristol

Two kinds of authority set the rules. The Environment Agency leads on the tidal and main-river Avon. Bristol City Council, as Lead Local Flood Authority, leads on surface water, groundwater and ordinary watercourses, and is a statutory consultee on surface-water drainage for major development.

A development in Bristol is assessed against national policy and the city's own evidence base. Development and flood risk assessment in Bristol

Bristol is one of the fastest-growing cities in the South West, and much of its development pipeline sits on exactly the land where flood risk bites.   • Temple Quarter and St Philip’s Marsh. Climate change is not optional here. A Bristol assessment must apply the Environment Agency's allowances for higher tides, river flows and rainfall over the development's lifetime — generally 100 years for housing — which sets floor levels, freeboard and how much attenuation a drainage scheme needs.

Sequential and Exception Tests

The Sequential and Exception Tests are a separate, locational report about whether a development should be in a higher-risk location at all. The Sequential Test defines an area of search, identifies reasonably available lower-risk sites and justifies the proposed site; the Exception Test is the second gate where development still needs to proceed. Drainage strategy and SuDS

  • Sustainable drainage strategy (SuDS). Surface-water engineering — calculates existing versus proposed runoff and proposes SuDS to hold discharge within the council's limits, designed for Bristol's largely low-permeability ground.
  • Preliminary drainage design. The early, outline read that flags infiltration issues before they affect layout and land value.
  • Discharge of drainage conditions. The detailed stage to discharge a pre-commencement or pre-occupation drainage condition.

Do I need SuDS or a drainage strategy for a Bristol development?

Sustainable drainage is expected on any Bristol application that could affect drainage on or around the site, designed to Bristol City Council's standards and the 2025 national SuDS standards. Because much of the city sits on low-permeability Mercia Mudstone, infiltration soakaways often fail and the strategy usually relies on attenuation and controlled discharge.
