Much of Cheshire floods from more than one direction at once. The Weaver and Dane back up at Northwich while surface water fills the lower streets, and a credible assessment has to read the river, the drains and the rising groundwater together or it will not satisfy the Lead Local Flood Authority.

  • Two Lead Local Flood Authorities cover the county. Cheshire East Council and Cheshire West and Chester Council each lead on surface water, groundwater and ordinary watercourses in their half of Cheshire. We work with both, alongside the Environment Agency on the main rivers.
  • Storm Christoph put record water through the county in January 2021. The River Dee at Farndon peaked at 9.6 metres above ordnance datum, around 240 mm above its previous record, and people were rescued by boat from homes and a care home in Northwich.
  • Thousands of properties sit in the floodplain. Environment Agency figures record roughly 2,885 homes in Flood Zones 2 and 3 in Cheshire East and about 2,459 in Cheshire West and Chester, with thousands more at risk from surface water.
  • Surface water is now the everyday risk. Intense rain overwhelms drains in Macclesfield, Crewe, Chester and Poynton even where the river stays in its banks, which is why a single national map is never enough on its own.

Flood risk in Cheshire: rivers, surface water and the estuaries

Cheshire faces almost every source of flooding England has. River flooding dominates the central plain and the eastern valleys, tidal water reaches up the Dee and Mersey estuaries, surface water now threatens nearly every town, and groundwater rises through the county's sandstone and glacial deposits. Most sites here sit under more than one of these at once, which is the heart of what an assessment has to untangle.

The central rivers do most of the damage. The Weaver gathers the southern half of the county and meets the Dane at Northwich, where the two have backed up into the town centre repeatedly. The Bollin and its brooks drain the Pennine fringe through Bollington, Macclesfield, Wilmslow and Knutsford, rising fast after hill rainfall. The Dee swings tidal below Chester, and the Mersey and Sankey Brook flood the low ground around Warrington. Knowing which watercourse drives the risk on a site, and how quickly it responds, is the difference between a credible fluvial flood risk assessment and one the regulator sends back.

  • River (fluvial) flooding. The Dee, Weaver, Dane, Bollin, Gowy and Mersey and their tributaries carry the main risk. Northwich, sitting at the Weaver–Dane confluence, is the classic example, while the Bollin towns flood quickly because the river responds within hours of hill rainfall.
  • Surface water (pluvial) flooding. Now the most widespread risk in England. Intense rain overwhelms drains in Macclesfield, Crewe, Chester, Congleton and Poynton. Since the 2025 PPG update, surface water shown on the Flood Map for Planning can trigger an assessment even on a Flood Zone 1 site.
  • Tidal and coastal flooding. The Dee estuary below Chester and the Mersey estuary around Ellesmere Port, Neston and Frodsham are influenced by tide and surge, so the lower reaches combine river and tidal risk.
  • Groundwater flooding. Cheshire's sandstone aquifer and patchy boulder clay mean the water table can rise into basements and soakaways long after the rain stops. Groundwater flooding appears on no national map and is assessed inside the flood risk assessment itself.
  • Reservoirs, canals and sewers. The Trent & Mersey, Shropshire Union, Macclesfield and Weaver Navigation canals, plus upland reservoirs, are a residual risk if an asset fails, and United Utilities sewers surcharge in heavy rain across the towns.

Chester is a textbook case for why one map is never enough: the Dee floodplain runs against the Roodee and the riverside while low-lying retail and industrial land nearby floods from surface water that cannot drain by gravity. A history of flooding in Cheshire

These dated events are why the councils here scrutinise development so closely, and why a flood risk assessment in Cheshire has to be evidence-led rather than generic. Each one reshaped local policy and the defences a developer now designs around.

  • 1946 — the Northwich snowmelt flood. Snowmelt and heavy rain across the Weaver and Dane catchments flooded Northwich and put more than 300 properties under water, the benchmark historic event for the town.
  • 2000, 2012 and 2015 — Northwich town centre. The Weaver and Dane repeatedly flooded the lower town, including the Bull Ring and what is now the Waitrose car park. The response was a flood risk management scheme completed around 2017 with roughly 1.7 km of raised defences protecting some 400 properties.
  • October 2019 — surface water and the Bollin towns. Heavy autumn rainfall flooded Northwich and parts of east Cheshire, including Poynton, prompting formal Section 19 flood investigations by the Lead Local Flood Authorities.
  • January 2021 — Storm Christoph. The most serious recent event. People were evacuated in Warrington, Northwich, Chester, Ellesmere Port and Tattenhall; residents were rescued by dinghy from Weaver Court in Northwich and 48 from a nearby care home; and the River Dee at Farndon peaked at a record 9.6 m above ordnance datum.
  • October 2023 — Storm Babet. Rising water led to emergency rescues in Chester and renewed pressure on the Dee and Gowy systems, a reminder that the risk is still active.

Planning policy and your Lead Local Flood Authority in Cheshire

Two kinds of authority set the rules. The Environment Agency leads on the main rivers — the Dee, Weaver, Dane, Bollin, Gowy and Mersey. A Lead Local Flood Authority (LLFA) leads on surface water, groundwater and ordinary watercourses, and Cheshire has two: Cheshire East Council and Cheshire West and Chester Council.

Which council you deal with depends on where the site sits. Both are statutory consultees on surface water drainage for major development, and both publish the local policy your assessment has to meet. Your assessment and drainage strategy have to satisfy national policy — the NPPF and its Planning Practice Guidance — and the local framework: each council's Local Flood Risk Management Strategy, its Strategic Flood Risk Assessment and adopted Local Plan flood policies such as Cheshire East's Policy SE 13 or Cheshire West and Chester's DM 40 and DM 41. Where a higher-risk site is involved, the Sequential and Exception Tests apply, and the right vulnerability classification has to be argued. On drainage, the 2025 national SuDS standards and the four pillars of SuDS shape what each LLFA will accept, with both councils preferring surface-level SuDS to underground tanks and runoff held to greenfield rates wherever the ground allows.

What your flood risk assessment in Cheshire must show

  • Every source of flooding on the site. River, surface water, groundwater, tidal where relevant, sewers and any ordinary watercourse or canal on the boundary — assessed for the development's lifetime with climate change allowances.
  • Safe floor levels and access. Finished floor levels set above the modelled flood level with freeboard, and safe access and egress that works in a design flood.
  • No increase in risk elsewhere. Where the scheme takes floodplain, residual risk and compensatory storage have to be addressed so neighbours are no worse off.
  • A drainage strategy that holds runoff. Surface water managed through SuDS to greenfield or agreed rates, following the local discharge hierarchy and the critical drainage area rules where they apply.

Development and flood risk assessment in Cheshire

Cheshire is under steady development pressure, from city-centre regeneration in Chester to growth around Crewe, the high-value commuter belt of the east and the industrial estuary in the west. The kind of site you bring forward shapes the assessment you need, and the right scope is the difference between a clean approval and a drainage objection that holds an application up for months.

  • Riverside and city-centre regeneration. Schemes along the Dee in Chester and the Weaver in Northwich and Winsford often sit in Flood Zones 2 and 3, needing raised floor levels, safe access and egress, and frequently compensatory flood storage.
  • Growth around Crewe and the south. Larger residential and employment sites around Crewe, Sandbach and Nantwich usually turn on surface water and the Dane and Weaver tributaries, and on a drainage strategy that meets the LLFA from the outset.
  • The eastern commuter belt. Infill and replacement housing in Wilmslow, Alderley Edge, Knutsford and Macclesfield often face the fast-responding Bollin and its brooks, where modelling matters more than mapping.
  • Estuary and industrial sites. Development around Ellesmere Port, Stanlow and Neston has to weigh tidal levels and surface water together, and often commercial due diligence as well as planning.
  • Rural and agricultural conversions. Barn conversions and rural new builds across the plain frequently hinge on ordinary watercourses, soakaway feasibility and the right main river or ordinary watercourse classification.

Climate change is not optional in a Cheshire assessment. The Environment Agency's allowances for higher river flows and heavier rainfall over a development's lifetime — generally 100 years for housing — set the floor levels, the freeboard and how much attenuation a drainage scheme has to provide.
