  • Infiltration drainage is difficult here. Saturated chalk and high winter groundwater mean soakaways usually have to be evidenced with monitoring and testing rather than assumed.

Where does flood risk come from in Lewes?

Most sites in Lewes face flooding from more than one source. The River Ouse brings fluvial and tidal risk through the centre of town; the chalk streams and steep valley sides bring surface water; and the chalk aquifer brings groundwater. A credible flood risk assessment in Lewes has to identify which source governs a site before it can settle the data, modelling and mitigation the scheme will need.

The River Ouse and its tidal reach

The Ouse rises in the High Weald and runs south through Lewes to the sea at Newhaven, gathering the River Uck above the town. Through Lewes the channel is narrow and hemmed in by bridges and buildings, so it has little room to take a sudden surge — and because the river is tidal here, a flood peak coming down the valley can arrive on a rising tide, which is what overwhelmed the town in 2000. The flood-warning network reflects this, with separate Environment Agency areas for Lewes on the River Ouse, Malling at Lewes and the Winterbourne Stream at Lewes. The Winterbourne, the Cockshut and surface water off the Downs

Western Lewes is drained by the Winterbourne and the Cockshut, spring-fed chalk streams that are dry for much of the summer and run hard once the chalk fills in winter. The town's steep valley sides shed heavy rain quickly onto streets that struggle to take it, so surface water flooding is a genuine and separate constraint. Since the 2025 Planning Practice Guidance update, surface water risk shown on the Flood Map for Planning can trigger a flood risk assessment even on a Flood Zone 1 site, so it now features on far more Lewes applications than it once did.

Groundwater in the chalk and the Weald

The chalk beneath and around Lewes forms an aquifer more than a hundred metres deep. Once it is saturated it can no longer take heavy rain, which runs straight off, and the water table can rise into low-lying ground and basements. Groundwater flooding appears on no national flood map, can persist for weeks, and undermines the infiltration assumptions behind soakaways — which is why much of the town needs a season of monitoring before infiltration can be relied on. A history of flooding in Lewes

Dated flood events are the clearest test of how a town really behaves, and Lewes has one of the most studied flood records in the country, with parts of the town affected on at least six occasions in the past 120 years.

  • October 2000 — the defining flood. After the wettest autumn in more than 270 years, the Ouse overtopped its banks and tore through Lewes, flooding 613 homes and 207 businesses, displacing more than 1,000 residents, and causing damage of about £118 million. There were no fatalities.
  • 1960 — an earlier major flood. Lewes flooded badly in 1960, one of several twentieth-century events that showed the town's vulnerability long before 2000.
  • The defences that followed. The 2000 floods led directly to new Environment Agency river defences through the historic Cliffe area and works at Malling, built into a tight, listed townscape — a reminder that a defended site is not a risk-free one, and that residual risk has to be assessed.
  • A continuing risk. Climate change is expected to bring more intense rainfall and higher sea levels, raising the pressure on Lewes's river and tidal defences over the lifetime of any new development.

Planning and drainage policy in Lewes

What development needs a flood risk assessment in Lewes?

The development pattern in Lewes puts flood risk at the centre of a lot of applications. Brownfield regeneration on the river — led by the Phoenix (the former North Street Quarter), a 7.9-hectare riverside site within the National Park where outline proposals run to several hundred homes and a new flood wall — sits squarely on the Ouse floodplain.
