Where does flood risk come from in Newhaven?

Newhaven faces flooding from several directions at once, but the sea and the tidal Ouse lead. A flood risk assessment in Newhaven has to work out which source governs your particular site, because that decides what data, modelling and mitigation the assessment needs. On the low ground near the port and the river, more than one source is usually in play on the same plot.

Tidal and coastal flooding

The tide is the headline risk in Newhaven. The lower tidal River Ouse runs straight through the town to the harbour mouth, and a high spring tide pushed up by a North Sea storm surge is what overtops the walls, as it nearly did in December 2013. Large parts of the town centre, the port, Riverside Park and the Railway Road area lie within Flood Zone 3, the highest-probability zone on the Flood Map for Planning, and would flood from the sea were the defences not there. With sea levels projected to rise by more than a metre over the next century, any tidal site needs an assessment that looks honestly at the residual risk behind the defences, including what happens if a wall is overtopped or breached.

River (fluvial) flooding

The River Ouse rises in the High Weald and runs through Lewes before reaching the sea at Newhaven, so the town sits at the bottom of a large catchment. In its lower reaches the Ouse is tidal, and fluvial flow coming down the valley can coincide with a high tide that stops the river discharging, raising levels through the town. Sites along the river corridor are typically in Flood Zone 2 or 3 on the Flood Map for Planning and often need hydraulic flood modelling to establish accurate flood levels where the river and the tide interact.

Surface water flooding

Surface water is now the most widespread flood risk in England, and the Lewes District Strategic Flood Risk Assessment singles out Newhaven, along with Seaford and Peacehaven, as a place where it bites hardest. Rain runs quickly off the steep chalk slopes that hem the town in, then has nowhere to drain by gravity once it reaches the flat valley floor, where the outfalls are tide-locked at high water. Since the 2025 Planning Practice Guidance update, surface water flooding can trigger a flood risk assessment even on a Flood Zone 1 site, so it now features on far more Newhaven applications than it once did.

Groundwater flooding

The geology around Newhaven makes groundwater a genuine constraint. The chalk of the surrounding downs is a major aquifer that can saturate and flood low ground after a wet winter, while the Ouse valley floor is made of soft alluvium — silts, clays and gravels laid over the chalk — that holds water and can carry a tidally influenced water table close to the surface. Groundwater appears on no national flood map, can persist for weeks and undermines the infiltration assumptions behind soakaways, which is why much of the town needs a season of monitoring before infiltration drainage can be relied on. Where groundwater is in question, it is assessed as a distinct source within the flood risk assessment.

A history of flooding in Newhaven

Dated flood events are the clearest test of how a town really behaves, and they are why the regulators scrutinise development in Newhaven so closely. Each one shaped the defences and the policy a developer now has to design around.

  • December 2013 — the tidal surge. A North Sea storm surge brought hurricane-force winds and the highest tide in some places for almost 60 years. Between 50 and 60 properties around Railway Road flooded and the railway between Lewes and Seaford was closed. This event was the direct catalyst for the town's new defences.
  • The defences that followed. The Environment Agency, with Lewes District Council and the local enterprise partnerships, built over four kilometres of new walls, embankments and demountable barriers along both banks of the Ouse, completed in summer 2021. A demountable barrier that can be installed across the live railway — the first of its kind in the UK — was trialled that November.
  • October 2000 — the Ouse catchment. Upstream, the wettest autumn in more than 270 years sent the Ouse over its defences at Lewes and flooded more than 600 homes and 300 businesses across the catchment, with damage of about £118 million.   • November 2023 — Storm Ciarán. Intense rain and coastal conditions flooded roads and properties across Newhaven, Hastings, Bexhill and Eastbourne, a recent reminder of combined surface-water and coastal risk.

The Newhaven flood defences and what they mean for your site

A defended town is not a risk-free town, and that distinction is where a Newhaven planning application is often won or lost. The Environment Agency maps flood zones as though the defences were not there, so a defended site stays in Flood Zone 3 even with new walls in front of it — and your assessment has to deal with that honestly.

  • A 1-in-200-year standard. The Newhaven Flood Alleviation Scheme is designed so that in any year there is a 0.5% chance of the town flooding from the sea, allowing for climate change. That is a high standard, but it is a probability, not a guarantee.
  • Residual risk remains. A defended site can still flood through overtopping in an extreme event, a breach, or a defence asset failing, and from sources the walls do not address, such as surface water and groundwater. A credible assessment characterises that residual risk — the depth, the speed of onset and safe access and escape — rather than treating the wall as the end of the matter.
  • Floor levels and safe access. On tidal sites the Environment Agency generally expects finished floor levels set above the design flood level with freeboard, and a safe route in and out that stays usable during a flood. Where that is constrained, mitigation has to be designed and, often, secured by condition.
  • The defences support regeneration. The scheme was built partly to unlock investment and new homes around the port, which is exactly why so much development now comes forward on defended, low-lying land that needs careful assessment.

Planning and drainage policy in Newhaven

A flood risk assessment in Newhaven has to satisfy national policy, set by the National Planning Policy Framework and its Planning Practice Guidance, and the local authorities that apply it. Knowing who reviews what, and which local evidence applies, is half the battle in getting a clean decision.

  • The lead local flood authority is East Sussex County Council. It manages flood risk from surface water, groundwater and ordinary watercourses, carries out Section 19 investigations after significant floods, keeps the asset register and decides ordinary watercourse consents. It is a statutory consultee on surface water drainage for major development.
  • The Environment Agency covers the main river and the sea. The tidal Ouse is a main river, so the Environment Agency is the statutory consultee on tidal and fluvial flood risk in Newhaven, and the body whose objection you most need to avoid.
  • Lewes District Council is the planning authority. It determines most applications in the town and applies the flood policies in its Local Plan. The surrounding Ouse valley and downs fall within the South Downs National Park, which is the planning authority for land inside its boundary.
  • The local evidence is specific. The Lewes District Strategic Flood Risk Assessment attributes most flooding in the district to the Ouse or the sea, and a Surface Water Management Plan covering Newhaven, Peacehaven and Seaford maps the local surface-water hotspots. Both feed the Sequential Test on windfall sites.
  • Drainage follows the SuDS hierarchy. East Sussex County Council expects sustainable drainage that discharges to the ground or a watercourse before the sewer, with infiltration evidenced by testing and runoff held back to greenfield rates — difficult on tide-locked, low-permeability ground, which is why drainage is engaged early here.

  • Major development needing drainage. Ten or more dwellings, sites over a hectare, or 1,000 m² of floorspace will need a surface-water drainage strategy.
  • A change to a more vulnerable use. Converting commercial or port floorspace to homes raises the vulnerability classification and usually prompts an assessment and a sequential test.
