Flood risk in Southampton: Southampton Water, the Test and the Itchen

Tidal flooding is the leading flood risk in Southampton. The city wraps around the head of Southampton Water, so high spring tides and Solent storm surges raise levels in the estuary and push up the Test and Itchen, putting the waterfront and the lower river valleys at risk. Surface water is the second great risk across the built-up city, with groundwater rising through the river gravels in places — so many sites here face more than one source at once.

The Test enters Southampton Water from the west past Redbridge and Millbrook; the Itchen comes down the eastern side through Bitterne and Northam; and the two combine with the tide at the city's waterfront. Both rivers are chalk streams that respond slowly to rainfall, so their flooding is governed more by the tide at the bottom of the catchment than by a sudden river flood at the top. Reading which source drives the risk on a given site — the tide, a river, surface water or groundwater — is the heart of a credible assessment, and it is why a single national map is never enough.   • Tidal and coastal. The greatest risk in Southampton. High tides and Solent storm surges flood the waterfront, Old Town, Mayflower Quarter and the west bank of the Itchen, and the threat grows with sea level rise. See tidal and sea flooding for how it is assessed.
  • Rivers (fluvial). The Test in the west and the Itchen in the east are Main Rivers; Tanners Brook drains the western suburbs. Land in Flood Zones 2 and 3 along these corridors almost always needs an assessment of fluvial flood risk.
  • Surface water (pluvial). Now the most widespread flood risk in England, and severe in a dense, hard-surfaced city. A history of flooding in Southampton

These recorded events are why the city scrutinises waterside development so closely, and why a flood risk assessment in Southampton has to be evidence-led rather than generic. The pattern here is tidal: the worst events come not from a river in spate but from a high tide and a surge in the Solent arriving together.

  • The tidal surges of the 1990s. Tide gauges at Southampton recorded a series of high-water surge events through the decade, including in January 1993, December 1994 and December 1999, when raised levels in the Solent threatened the waterfront and the low-lying Itchen and Test frontages.
  • A long, documented record. Southampton City Council's preliminary flood risk work has gathered records of around 194 historical flood events across the city — clear evidence that flooding here is recurrent, not exceptional.
  • Surface water in the suburbs. Intense rainfall has repeatedly flooded roads and homes in the Tanners Brook catchment — Lord's Hill, Lordswood, Shirley and Millbrook — and along Millbrook Road, where the drainage network is quickly overwhelmed.
  • Vulnerable older housing. Victorian terraces built for dock and railway workers in Bevois Valley and Portswood often sit low and without a damp-proof course, so ground floors and substructures take damage along the Itchen and Test corridors.

A pattern runs through all of it: ground that has flooded before tends to flood again, and on the coast the level that matters is rising. A robust assessment treats this recorded history, and the climate trend, as evidence rather than background colour.

Flood defences and schemes protecting Southampton

Southampton's tidal defences are patchy and ageing, and the city's response is the River Itchen Flood Alleviation Scheme. A new defence reduces the chance of flooding but never removes it, and planning policy still expects the residual risk to be assessed.

  • The River Itchen Flood Alleviation Scheme (RIFAS). Southampton City Council and the Environment Agency are designing a 3.7 km line of tidal defences down the west bank of the Itchen, from Mount Pleasant Industrial Estate to the Southampton Water Activities Centre just south of the Itchen Bridge, protecting Northam, St Mary's and Chapel.
  • The scale of the risk. More than 150 homes and 200 businesses are currently at risk of tidal flooding along that frontage; the scheme is designed to reduce tidal flood risk to over 1,100 homes and 900 businesses by the year 2115.
  • Cost and timetable. The estimated cost has risen from around £30 million at the 2022 outline business case to close to £100 million, reflecting design changes and rising costs. Detailed design runs to 2027, with construction expected between 2027 and 2030.
  • A wider coastal strategy. RIFAS sits within the Southampton Coastal Flood and Erosion Risk Management Strategy, which sets the long-term approach to defending the city's tidal frontages.

The catch for developers is the one we set out in residual flood risk and why a site stays in a flood zone after defences are built: the Flood Map for Planning is drawn as if the defences are not there, so a defended waterfront site can still sit in Flood Zone 3.
