Flood risk assessment in the Isle of Wight at a glance
The Island's flood risk is unusual because the sea shapes so much of it. A credible assessment has to weigh tidal, fluvial and surface-water risk together, and read each one against the Island's own record rather than a national map.
- Tidal flooding is the Island's biggest source. About 9.5% of the Isle of Wight's land area sits in Flood Zones 2 and 3, and the Strategic Flood Risk Assessment models sea levels rising by roughly a metre over the next century to 2115.
- 317 properties flooded in the 2023 storms. Storm Babet and Storm Ciaran flooded at least 317 homes and businesses across the Island in October and November 2023, with Storm Babet alone affecting around 107 properties in what was estimated to be between a 1-in-144 and a 1-in-190 year event.
- One Lead Local Flood Authority. The Isle of Wight Council is the unitary authority and the Lead Local Flood Authority for surface water, groundwater and ordinary watercourses across the whole Island.
Flood risk in the Isle of Wight: the coast, the rivers and surface water
Coastal and tidal flooding dominate the Isle of Wight. As an island, its low-lying shorelines and estuaries take the brunt of high tides and storm surge, while the Medina and the two Yars carry river flood risk inland and surface water overwhelms the drains in the larger towns. Most sites here face more than one source at once, and the tide makes the others worse.
The Island's main rivers, the Medina and the Eastern Yar, rise near the south coast and flow north through deep gaps in the central chalk ridge to reach the Solent. The Western Yar runs the short distance from Freshwater Bay to its estuary at Yarmouth, and the Newtown and Wootton Creek estuaries open onto the Solent in between. Where these rivers meet the sea, the risk is rarely one thing: a river in flood can be held back by a high tide, so understanding which source drives the risk on a given site is the heart of a credible assessment. - Tidal and coastal. The defining risk on the Island. Tidal inundation already affects defended frontages at Cowes, East Cowes and Yarmouth, and Sandown on the south-east coast, and the extent grows as sea levels rise.
- Tide-locking. When drainage outfalls that discharge by gravity at the coast are held shut by a high tide, the surface-water system backs up. If that coincides with heavy rain, low-lying streets flood even though no river has burst its banks.
- Surface water (pluvial). Now the most widespread flood source in England. Intense rain overwhelms drains in Newport, Ryde and the Island's other built-up areas, and since the 2025 Planning Practice Guidance update surface water can trigger an assessment even on a Flood Zone 1 site within a critical drainage area.
- Groundwater. The Island's three main aquifers sit in the chalk and the greensand, so the water table can rise quickly on permeable ground after prolonged rain, while the heavy clays north of the chalk ridge resist soakaway drainage altogether.

A history of flooding in the Isle of Wight
These dated events are why the Council scrutinises Island development so closely, and why a flood risk assessment in the Isle of Wight has to be evidence-led rather than generic. Each one fed into the local flood record and the defences a developer now has to design around.
- 2023 — Storms Babet and Ciaran. Across October and November 2023 at least 317 properties flooded on the Island. Storm Babet alone flooded around 107 properties and was estimated to be between a 1-in-144 and a 1-in-190 year event. Newport saw at least 56 homes flood internally, with Gunville among the worst-affected areas.
- Lukely Brook and Monktonmead Brook. Two of the hardest-hit places in 2023 were around Lukely Brook in Newport and Monktonmead Brook in Ryde, where homes, businesses and public spaces went under water as the brooks and the surface-water system were overwhelmed together.
- The Section 19 investigations. Acting as Lead Local Flood Authority, the Isle of Wight Council commissioned JBA Consulting to investigate the 2023 flooding and published Section 19 flood investigation reports for Newport, East Cowes and Ryde, with recommendations including community flood plans and new sustainable drainage.
- The mid-1980s — East Cowes. East Cowes was hit by serious flooding in the mid-1980s, an early reminder of the tidal exposure that the East Cowes defence scheme is now being built to manage.

Flood defences and schemes protecting the Isle of Wight
The Environment Agency and the Isle of Wight Council are working together to reduce flood and coastal-erosion risk to more than 3,700 Island homes and businesses and over 300 hectares of protected habitat, guided by the Isle of Wight Shoreline Management Plan 2.
- East Cowes Flood Risk Management Scheme. A phased Environment Agency scheme, with partners including the Council, Red Funnel and GKN Aerospace, designed to reduce tidal flood risk to around 68 homes and 26 commercial properties at East Cowes.
- West Wight strategy. The West Wight Coastal Flood and Erosion Risk Management Strategy sets the long-term approach for the Island's western frontages, including Yarmouth and Freshwater.
- Living with a rising sea. Defences reduce the chance of flooding but never remove it, and the Strategic Flood Risk Assessment shows Flood Zones 2 and 3 expanding around the coast as sea levels rise to 2115. Every assessment has to plan for the residual risk that remains behind a defence.

Two kinds of authority set the rules. The Environment Agency leads on the sea and the main rivers — the Medina, the Yars and the Solent coast. The Isle of Wight Council, as Lead Local Flood Authority, leads on surface water, groundwater and ordinary watercourses, and is the statutory consultee on surface-water drainage for major development.

Sequential and Exception Tests
The Sequential and Exception Tests are a separate, locational report about whether a development should be in a higher-risk location at all. The Sequential Test defines an area of search, identifies reasonably available lower-risk sites and justifies the proposed site; the Exception Test is the second gate where development still needs to proceed. A clean site-specific assessment showing the development is not actually within an area at risk can remove the need at application stage — a live policy area, as our note on what the Yatton judgment means for planning explains.
Drainage strategy and SuDS
- Sustainable drainage strategy (SuDS). Surface-water engineering — calculates existing versus proposed runoff and proposes SuDS to hold discharge within the Island's standards, accounting for tide-locked outfalls.
- Preliminary drainage design. The early, outline read that flags infiltration and discharge issues before they affect layout and land value.
- Discharge of drainage conditions. The detailed stage to discharge a pre-commencement or pre-occupation drainage condition.
- Flood modelling. 1D and 2D hydraulic modelling — a technique that feeds the assessment, Sequential Test or drainage design where national mapping is not enough.
