The main sources of flood risk in Boston
Boston's flood risk comes from more sources than most towns its size, because it sits where a tidal estuary, a major river and an artificially drained fen all meet. A flood risk assessment in Boston has to consider tidal surge from The Wash, fluvial flow down the River Witham, surface water on the town's flat streets, and groundwater and drainage capacity across the surrounding fen. The Haven and the tidal Witham
The River Witham turns from a freshwater river into the tidal Haven at the Grand Sluice in the centre of Boston, built in the 1760s to hold back the tide. South and west of the town, the land drops onto reclaimed fen drained by a network of channels rather than natural gradient. The South Forty Foot Drain — also called the Black Sluice Navigation — is the largest of these, managed by the Black Sluice Internal Drainage Board across roughly 35,000 hectares, with the neighbouring Witham Fourth District Internal Drainage Board covering a further c.40,000 hectares north and east of the town through seven pumping stations. A history of flooding in Boston
Boston has flooded twice in the past thirteen years for two different reasons: a tidal surge that overwhelmed its coastal defences in 2013, and a fenland drain that overtopped after record rainfall in January 2025. Together, the two events are why a flood risk assessment in Boston looks at tidal, fluvial and drainage risk separately, rather than assuming one defence covers the whole town.
- 5 December 2013 — East Coast tidal surge. A North Sea tidal surge of around 5.2 metres overtopped 18–20km of Boston's flood defences at four locations, flooding around 720–800 properties across 55 streets and roughly 1,700 hectares of farmland. About 160 people were evacuated to an emergency rest centre; there was no loss of life in Lincolnshire. The event led directly to the Boston Barrier scheme.
- 6–7 January 2025 — South Forty Foot Drain flooding. Record rainfall on 5 January, on ground already saturated and frozen, sent the South Forty Foot Drain over its banks. Around 36–40 homes in Boston were flooded internally — most in Wyberton West Road and Park Road — part of 88 properties flooded across Lincolnshire, with river levels on the drain peaking at 3.192m in the early hours of 7 January. A major incident was declared.
The Black Sluice Pumping Station was taken out of service in 2018, a joint decision by the Black Sluice Internal Drainage Board, Lincolnshire County Council, Boston Borough Council and the NFU, based on a four-year modelling study that found the adjacent navigation lock discharged as much water as the pumps could. After the January 2025 flooding, local councillors called for the station to be reinstated. Whether it is depends on an ongoing review rather than anything settled at the time of writing, which is exactly why a flood risk assessment in Boston should track it rather than assume it away. The Boston Barrier: what it changes, and what it doesn't
The Boston Barrier is an Environment Agency tidal barrier across the Haven, its main gate operational since December 2020, built to protect more than 14,000 homes and around 800 businesses from the kind of surge that flooded the town in 2013. It defends against tidal flooding specifically. It doesn't remove fluvial, surface water or fenland drainage risk, and a site behind it still needs its own flood risk assessment.
The scheme's cost rose over the course of construction, reaching £184 million when Lincolnshire County Council approved a further increase in February 2023 to cover a contractual dispute, scope changes and additional allowance for risk. Elements of the wider scheme are programmed to complete later in the 2020s, and the barrier remains under an Environment Agency operations and maintenance contract running to at least 2030. The 300-tonne gate can be raised in around 20 minutes once tidal forecasting shows the Haven is likely to exceed its trigger level, and it has already been used to hold back several high tides since completion — the same closable-barrier logic behind London's Thames Barrier.
