Flood risk in Hertfordshire: chalk rivers, surface water and groundwater

Hertfordshire faces several sources of flooding at once. Its rivers are chalk streams that rise in the Chilterns and flow through the towns; surface water now overwhelms drains across the built-up county; and the chalk that underlies almost everything raises groundwater that floods valley floors from below. Most sites here have to reckon with more than one source, which is why a single national map is rarely enough.

The county splits into two great river systems. The main rivers of the Lea catchment — the Mimram, Beane, Rib, Ash and Stort with the upper Lea — drain south-east to the Thames through east London, while the Colne catchment — the Ver, Gade, Bulbourne and Chess — drains south-west to the Thames near Staines. Understanding which watercourse drives the risk on a given site is the heart of a credible fluvial flood risk assessment.

The Lea and Colne catchments

St Albans sits on the Ver and the upper Colne, where Cottonmill and Sopwell have a long flood record; Watford and the Three Rivers district take their name from the Colne, Chess and Gade meeting near Rickmansworth; and Hemel Hempstead lines the Bulbourne. Hertford and Ware sit where the Mimram, Beane and Rib join the Lea. These valley corridors carry most of the county's land in Flood Zones 2 and 3.

Groundwater and the Hertfordshire chalk

Because the rivers are fed by the chalk aquifer, a wet winter raises the water table until it floods the valley floors directly. The settlements most often identified at risk of groundwater flooding — Rickmansworth, Croxley Green, Loudwater, Carpenders Park and Oxhey — sit in the chalk valleys of the Colne, Chess and Gade. Groundwater appears on no national flood map, rises slowly and can persist for weeks, and it breaks the assumptions behind infiltration drainage, so it has to be read site by site.

Surface water: the most widespread risk

Surface water is now the most widespread source of flooding in England, and Hertfordshire's dense towns are no exception. A history of flooding in Hertfordshire

These dated events are why authorities here scrutinise development closely, and why a flood risk assessment in Hertfordshire has to be evidence-led rather than generic.

  • September 2024 — surface water across the county. A roughly 200% spike in rainfall internally flooded 61 properties in a single month, concentrated on the west of the county; Hitchin, St Albans and Stevenage were among the worst affected, with St Albans recording seven internally and sixteen externally flooded properties.
  • 2020 — one of the wettest winters on record. The county saw severe weather and widespread flooding through one of the five wettest UK winters on record, with the chalk groundwater running high into spring.
  • 2016 — north Hertfordshire. Flooding hit Letchworth Garden City, Hitchin and the Stotfold border, where streams burst their banks and drainage was overwhelmed — the Letchworth open-air pool overflowed.
  • The River Colne record. The Colne has at least seven recorded flood events since 1992, with properties flooded in 2000, 2009 and 2014, reflecting how repeatedly the Colne valley fills.

Planning policy and your Lead Local Flood Authority in Hertfordshire

Two kinds of authority set the rules. The Environment Agency leads on the main rivers — the Lea, Colne, Ver, Gade, Stort and the rest. The Lead Local Flood Authority leads on surface water, groundwater and ordinary watercourses, and across the whole county that is Hertfordshire County Council. A developer deals with both, alongside the district or borough council that determines the application.
