The River Colne is the chalk-fed river that gathers the drainage of south Hertfordshire and the eastern Chilterns and carries it down through Watford, Rickmansworth, Uxbridge and West Drayton to the Thames at Staines. It floods slowly and stubbornly rather than in a flash: a broad valley floor, a string of former gravel pits sitting below the water table, a high chalk groundwater table and a tangle of relief channels all mean water lingers here long after the rain has stopped. For anyone buying, insuring or building near it, that behaviour is the whole story. In February 2014 the Colne Brook — the Colne’s main relief channel — reached 3.32 metres at Hythe End, its highest level on record, and put homes across Wraysbury, Horton and Colnbrook under water for days. The same week the Colne itself set its record at Denham. It is the modern benchmark for what this river can do.
- A chalk river with a long flood memory. The Colne has flooded Watford, Rickmansworth and Colney Heath since Victorian times — a boat was reportedly rowed up Watford High Street in 1897 — and it still floods the same low ground today.
- A designated Main River. The Environment Agency regulates the Colne through the developed valley, so the 8 metre byelaw margin and Flood Risk Activity Permits apply to work near the channel.

- Groundwater as well as the river. Because the catchment sits on chalk, a wet winter raises the water table as well as the river — the Colne valley saw serious groundwater flooding in 2000–01.

Why does the River Colne flood?
The Colne floods because of the shape and the make-up of its catchment. It rises from springs and swallow holes at Water End in North Mymms Park, near Bell Bar in Hertfordshire, and runs for around 58 kilometres to meet the Thames at Staines-upon-Thames, above Penton Hook Lock. On its way it collects the drainage of a large slice of the eastern Chilterns and outer north-west London, because its main tributaries reach far to the north: the River Ver joins near Bricket Wood, and the River Gade and River Chess both come in at Rickmansworth, with the River Misbourne adding the Amersham valley’s water near Denham and Uxbridge. By the time all of that has gathered into one valley, a modest chalk stream is carrying a great deal of water.
Two things then make it flood the way it does. First, it is a chalk river, so a wet winter recharges the groundwater until the water table itself is near the surface — the ground stops taking water in, springs run hard, and the river stays high for weeks rather than days. Second, the lower valley has been dug out for gravel and brick earth for two centuries, leaving a belt of flooded pits and lakes below the water table between Croxley Green and West Drayton, threaded by the river and a web of relief channels. The Colne Brook, the Frays River and the Wraysbury River all split off and run in parallel, and the whole floor of the valley — much of it the 43-square-mile Colne Valley Regional Park — acts as one broad, low, saturated floodplain. It is a river that spreads out rather than tearing through.
- A chalk catchment that floods from the ground up. After a wet winter, groundwater in the chalk rises close to the surface, keeping the river high for weeks and flooding low ground even between downpours.
- The Chiltern tributaries all arrive together. The Ver, Gade, Chess and Misbourne funnel water off the Chilterns into the Colne within a few miles of each other around Rickmansworth and Denham.
- A valley floor full of water already. Former gravel and brick pits between Rickmansworth and West Drayton sit below the water table as lakes, so the floodplain has little spare capacity.
- A braided lower river. Below Uxbridge the Colne divides into the Colne Brook, Frays River and Wraysbury River, spreading flood flow — and flood risk — across several channels at once.
A history of flooding on the River Colne
The Colne’s flood record runs back well over a century, and it repeats itself on the same ground. In the winter of 1878–9 Colney Heath became, in one local account, “one vast lake”, and the brick bridge over the river there was swept away. In February 1897 the flooding was worse still: contemporary reports describe a boat drifting up Watford High Street and sheep swimming in the flooded meadows, with water lying across Waterend Lane, Church Avenue, Colney Heath, Smallford, London Colney and Rickmansworth. Watford High Street went under again in 1903, and Water End saw comparable floods in 1936. These are not freak locations — they are the same valley-floor streets and hamlets the river still threatens.
The modern record is defined by two kinds of event. The winter of 2000–01 brought sustained groundwater flooding to the Colne valley through Watford, as the chalk filled and the water table rose — a slow, weeks-long flood that owed as much to the aquifer as to the river. Then came February 2014, the benchmark. During that exceptionally wet winter the Colne set its record level at Denham, while its relief channel the Colne Brook reached 1.71 metres at Hythe Weir and 3.32 metres at Hythe End — both record highs — flooding Wraysbury, Horton and Colnbrook and cutting off communities on the Thames floodplain for days. As recently as February 2024 the Environment Agency issued flood alerts and warnings along the Middle Colne, with the Moor Lane gauge at Rickmansworth rising and flooding possible at Batchworth, Carpenders Park, Oxhey and the Lower High Street. These are the events an assessment for a nearby site has to reckon with.
The highest level ever recorded at the River Colne at Denham Colne is 0.61 metres, reached on Sunday 9 February 2014. The Colne Brook at Hythe End reached 3.32 metres in the same week — its highest on record.

Which areas does the River Colne put at risk?
Flooding from the Colne is concentrated on the flat valley floor, and the Environment Agency runs a formal warning service for the communities most exposed. A flood alert area for the “Middle River Colne” covers Watford and Rickmansworth including Carpenders Park, and within it sit tighter flood warning areas at Watford, at Rickmansworth (covering Batchworth, Money Hill and Maple Cross) and at Willowbank near Uxbridge Moor, where the Agency can warn individual properties. Downstream, the Colne Brook has its own warning and alert areas through Iver, Colnbrook, Horton and Wraysbury. The table below runs the main settlements at risk from source to mouth.

Is the River Colne a Main River — and what that means for your site
Yes. The Environment Agency has designated the Colne a Main River through the developed valley — it is one of three Main Rivers, alongside the Chess and the Gade, that meet at Rickmansworth — which means the Agency, rather than the local council, is the regulator for the channel and its immediate margins. That distinction matters if you are developing nearby. Works within 8 metres of the top of the bank generally need a Flood Risk Activity Permit from the Environment Agency before they start, and a site in the river’s floodplain will normally need a flood risk assessment to support a planning application. The many brooks, ditches and minor tributaries that feed the Colne are ordinary watercourses instead, regulated by the relevant Lead Local Flood Authority and by the riparian owners whose land they cross. Getting that classification right at the outset saves time and argument later.
- The 8 metre byelaw margin. Building, excavation or structures near the Colne usually require a Flood Risk Activity Permit, sought alongside — not instead of — planning permission.
- Flood zones drive the assessment. A site in Flood Zone 2 or 3, or a larger site in Flood Zone 1, needs a flood risk assessment for planning.
