Flood risk in Reading: the Thames, the Kennet and surface water

River flooding dominates Reading. The town grew up at the meeting of the Thames and the Kennet, and that confluence is exactly where the risk concentrates — in Caversham and along the Thames to the north, through the town centre and Southcote along the Kennet and Holy Brook, and across low ground in the south near the Foudry Brook. Surface water and groundwater add to the picture on many sites, so most schemes here face more than one source at once.

The Thames gathers a catchment of around 4,640 square kilometres above Reading, taking in the Kennet, the Loddon and the Pang, so prolonged rain anywhere upstream arrives as a flood peak in the town. The Kennet runs through the centre past Bear Wharf and Kings Road, the Holy Brook splits from it to serve Calcot, Southcote and Coley, and the Foudry Brook drains the southern fringe around Green Park. Understanding which watercourse drives the risk on a given site, and how it behaves, is what a credible site-specific assessment turns on rather than a map read at face value.

Surface water flooding in Reading

Reading is a dense, heavily built-up borough with a high proportion of hard surfaces, so intense rain runs off faster than the drains can take it and ponds in the low-lying streets. Surface water is now the most widespread source of flood risk in England, and since the September 2025 Planning Practice Guidance update it can trigger an assessment even on a Flood Zone 1 site. Groundwater and the Thames–Kennet gravels

The valley floor at Reading is underlain by river terrace gravels over chalk, and water rises through those permeable deposits after a wet winter, emerging in basements and low ground well after the rivers have dropped. Groundwater appears on no national flood map, so it has to be screened from the geology and the council's records and, on sensitive sites, confirmed by a season of monitoring. Since 2025 a Reading site can be pulled into an assessment for surface water or groundwater even when the rivers leave it in Flood Zone 1, so the flood zone alone no longer settles whether you need one.

A history of flooding in Reading

These dated events are why the council and the Environment Agency scrutinise development here so closely, and why a flood risk assessment in Reading has to be evidence-led rather than generic. Each one shows how quickly the Thames and the Kennet can rise together.

  • 1947 — the benchmark Thames flood. A heavy winter snowfall followed by a rapid thaw and weeks of rain produced the most severe Thames flooding of the twentieth century. Reading was badly hit, and the 1947 level remained the high-water mark against which later floods were measured.
  • 2007, 2014 and 2021 — recurring Thames and Kennet floods. Reading and the wider Berkshire river corridor flooded repeatedly in these years, particularly along the Thames, the Kennet, the Pang and the Loddon, during the wettest winters in over a decade.
  • January 2024 — Storm Henk. Three months of heavy rain on saturated ground, with 65% of January's rain falling in the first four days and 38% within a single 12-hour period, pushed the Thames at Reading to its highest recorded level since 1947. Twenty-one homes and three commercial properties flooded, and a major incident was declared on 5 January.
  • The 2024 response. Flooding came from the Thames, the Kennet and the Holy Brook together. The council delivered sandbags in Southcote and Lower Caversham, repaired the Kennet bank, cleared the Christchurch Ditch and installed a temporary clay bund under Briscoe's Bridge — a reminder that ordinary watercourses and ditches matter here as much as the main rivers.

The wider Thames corridor also shows how flood-defence promises can shift. The River Thames Scheme downstream has faced significant delay, and the Jubilee River that protects Maidenhead, Windsor and Eton redistributes rather than removes floodwater — both reasons a Reading assessment relies on the site's own evidence rather than assumed future protection. A pattern runs through all of it: ground that has flooded before tends to flood again. A robust assessment in Reading treats that record as evidence, not background colour.

Flood risk assessment in Caversham and Lower Caversham

Caversham sits on the north bank of the Thames, directly opposite the town centre, so its flood risk reads differently from the rest of Reading. Here the Thames itself is the dominant source: the low ground of Lower Caversham, the riverside between Caversham Bridge and Reading Bridge, and the islands in the channel take the brunt when the river is high, while the streets climbing toward Caversham Heights sit well above it. A flood risk assessment in Caversham has to separate the genuinely exposed riverside from the higher ground a short distance behind it, which a postcode-level map rarely does.

The Environment Agency maps a dedicated flood warning area, the River Thames at Reading and Caversham, covering Lower Caversham, the Caversham Road area and the Portman Road and Richfield Avenue industrial estates. Hundreds of homes and businesses fall inside it, and the same ground has flooded from the Thames in 1947, 2003, 2014 and again during Storm Henk in January 2024, when the council delivered sandbags across Lower Caversham.

There is no funded flood defence scheme for Lower Caversham: the Environment Agency reviewed flood walls, earth embankments and a bypass channel and concluded the scheme was not cost beneficial, so it will not be built. Protection here rests on warning, preparedness and the resilience designed into each individual site.

That is exactly why a site-specific assessment carries real weight in Caversham. With no scheme coming, a Caversham application cannot lean on assumed future protection; it has to demonstrate the development is safe on its own evidence, applying the Environment Agency's climate change allowances over the building's lifetime and addressing the residual risk that a riverside plot can still carry. We set that case out clearly so it satisfies the Environment Agency and Reading Borough Council.

  • The Thames is the leading source. Caversham floods from the main river rather than the Kennet, so finished floor levels, safe access and any loss of flood storage are usually the decisive questions on a riverside plot.
  • Lower Caversham is the low ground. The streets between the river and Caversham Road carry the highest fluvial risk, and much of this area lies within Flood Zones 2 and 3 on the Flood Map for Planning.
  • The islands flood fast. Reading Borough Council's Level 2 Strategic Flood Risk Assessment for Caversham Lock Island (View Island) records a high fluvial risk with very fast onset and significant depths, plus a moderate groundwater risk from a mobile water table.
  • Ordinary watercourses matter too. The Christchurch Ditch, or Danall, runs through Christchurch and Hills Meadows, fed by a pipe from the Thames and cleared annually by the council; ditches and culverts like it shape risk away from the main river and bring riparian responsibilities with them.
  • Groundwater rises through the gravels. The valley floor here is river-terrace gravel over chalk, so water can rise from below after a wet winter and sit long after the Thames has dropped; it is assessed within the flood risk assessment rather than as a separate report.

Reading Borough Council, as a unitary authority, is the Lead Local Flood Authority for surface water, groundwater and ordinary watercourses, and is a statutory consultee on surface water drainage for major development.

Your assessment and drainage strategy must satisfy national policy — the NPPF and its Planning Practice Guidance — and the local framework: the council's Strategic Flood Risk Assessment, its Local Flood Risk Management Strategy, and the adopted Reading Borough Local Plan.
