Flood risk in Great Yarmouth: the sea, Breydon Water and surface water
Tidal and coastal flooding is the dominant risk in Great Yarmouth, and it comes from two directions. The North Sea presses directly against the seafront and the harbour mouth, while the tidal Rivers Yare and Bure, which meet at Breydon Water immediately west of the town, can push a surge in from behind. The two rarely arrive with equal force, but the 1953 flood showed what happens when they do: the sea overwhelmed the seafront defences first, and only hours later the banks of Breydon Water gave way, sending water several feet deep into Southtown and Cobholm long after the front of the town had begun to drain. Surface water collects on the same low, reclaimed ground when the tide holds outfalls shut, and groundwater is a more localised concern on land raised from the marsh. A history of flooding in Great Yarmouth
Great Yarmouth's flood record is dominated by North Sea surges, and the town is one of the few places in England to have been struck twice by the same event. Dated, real events — not generic warnings — are the evidence the Environment Agency expects a credible flood risk assessment in Great Yarmouth to engage with, because they set the levels a scheme has to design against.
- 31 January – 1 February 1953 — struck from the front, then the rear. The great North Sea flood hit Great Yarmouth twice in one night: the sea overwhelmed the seafront defences first, and hours later the banks of Breydon Water burst, leaving Southtown and Cobholm several feet deep in floodwater long after the water had subsided elsewhere in the town. Ten people were killed and around 3,500 homes were ruined; schools and holiday camps housed those made homeless, and paddle boats from the boating lakes rescued residents from Cobholm.
- 5 December 2013 — the Cyclone Xaver surge. The surge produced the highest still-water level ever recorded at Great Yarmouth, and around 9,000 people were urged to consider evacuating as the tide reached record levels.
- 12–13 January 2017 — a further North Sea storm surge. Severe flood warnings were issued for the town; the railway station, Vauxhall Holiday Park, Acle New Road, Runham Road, School Road, North River Road, Bridge Road and the Euro Centre industrial estate were all named at risk, with around 5,000 local properties advised to prepare to evacuate as part of a wider regional warning covering roughly 15,000 homes.
This history is why a defended site can still sit in a high flood zone, and why residual flood risk — what happens if a defence is overtopped or fails — has to be assessed over the whole life of a development, including rising sea levels.
Flood defences in Great Yarmouth and what they mean for your site
Great Yarmouth's defences work on two fronts, and both are mid-upgrade rather than finished. The Flood Map for Planning is drawn as if defences are absent, so a protected site can still sit in Flood Zone 3 and still need a site-specific assessment of the risk that remains.
Most of the town's flood defences are steel and concrete quay walls running along the Yare and Bure, supplemented by coastal defences on the seafront. A £40 million tidal defence project, delivered with JBA Consulting and under way since 2019, has upgraded over 4km of these defences, better protecting more than 4,500 homes and businesses from tidal flooding. Many of the older quay walls are now more than 50 years old and nearing the end of their design life, and the Environment Agency's next phase of works, known as Epoch 3, is scheduled to run from late 2026 to early 2028 and will cover 20 sections of flood wall across five compartments.
For a developer this is the central fact about flood risk in Great Yarmouth: the town is substantially defended, that defence is still being renewed section by section, and the pattern that broke it in 1953, the front holding while the rear failed, remains structurally possible. A flood risk assessment here has to take the defences as they actually are, not as they are planned to be, which is exactly why a site behind new defences can remain in a flood zone. Where floor levels are raised, the report may also need to set out compensatory flood storage so displaced water is not pushed onto neighbours.

Where a site borders the drained marshes, the Broads Internal Drainage Board, rather than the county council, consents works on its watercourses.

If the answer is yes, the report must show safe floor and access levels, mitigation the regulators will accept, and, where policy requires, the Sequential and Exception Tests. A critical drainage area designation can bring a smaller site into scope, and a conveyancing flood report is not the same thing as a planning-grade assessment.
Great Yarmouth's SuDS and drainage requirements
