Beavers and Flood Risk: What Landowners and Developers Need to Know

Beavers and flood risk stopped being a curiosity the moment the law changed. England has had a licensed route to release beavers into the wild since February 2025, three projects are now running, and Natural England is working with around thirty more. If beavers are heading for a catchment you farm, own land in or build in, three practical questions follow. What do their dams actually do to flood peaks? What does the law let you do about a dam on your own land? And does any of it change what a flood risk assessment for planning has to demonstrate? The short answers: quite a lot on a small catchment, much less than most landowners expect, and no.
On the River Otter in Devon, beavers built around 28 dams and slowed nearly two kilometres of river, enough to measurably lower flood peaks through the village of East Budleigh downstream.
What follows is the evidence as it stands, where releases are happening and where they are heading next, the licensing rules that govern what you can do to a dam, and what beaver activity changes in a planning application. Less than most people assume, as it turns out.
Do beaver dams reduce flood risk?
On small and upland catchments, yes, and the UK monitoring is consistent about it. A beaver dam is leaky by design. It holds a pond in dry weather, and in a storm the pond, the wetland around it and the saturated ground all fill and drain slowly. The flood peak downstream arrives lower and later. On a large river, or a tidal reach, the effect is much harder to find.
How beavers reduce flooding is easy enough to describe, and none of it is new. It is the same logic as a leaky dam or any other natural flood management measure that desynchronises a catchment so its tributaries stop peaking together. The difference is who does the work. Beavers build the structures themselves, maintain them, and keep adapting them as the channel moves. Nobody has to fund the maintenance.
- River Otter, Devon. The five-year River Otter Beaver Trial (2015–2020), run by Devon Wildlife Trust with the University of Exeter, found peak flood flows through East Budleigh measurably and significantly reduced. The trial concluded the benefits of a wild-living population outweighed the costs. It also noted the trade-off: reduced risk downstream came at the price of water stored on farmland upstream.
- A fenced site in Devon. Monitoring above and below an enclosed beaver site during heavy rain recorded a sharp spike in flow entering the site and a flattened curve leaving it.
- Ladock, Cornwall. Beavers released on fenced land above a repeatedly flooded village created a chain of new waterways holding an estimated 1,000 cubic metres of water. Lanes that used to flood stopped flooding.
- Residence time. Beaver expert Derek Gow has recorded water taking roughly ten times longer to move through beaver-generated wetland than through the same reach without it. That is also why the same structures support baseflow in a dry summer.
- The parliamentary read. POSTnote 768, published in May 2026, records the River Otter beavers as having built around 28 dams and slowed nearly two kilometres of river, and puts that alongside Eddleston Water and Holnicote as the UK's usable long-term evidence.
The honest caveat is that the evidence base is still maturing, and that it leans. As we set out in our review of the nature-based flood and drought resilience evidence gap, the studies overwhelmingly measure benefits rather than disbenefits, and catchment-scale proof for a large river needs longer and bigger trials than anyone has yet completed. So, asked plainly: do beavers prevent flooding? Not in the way a defence does. Treating beavers as flood prevention in their own right is where the claim breaks down, and it is a claim the Environment Agency has been careful never to make.
Where beavers are being released in England
Natural England has assessed applications to release beavers into the wild since Defra published its wild release and management policy in February 2025. The National Trust took the first licence, for its Purbeck project in Dorset. By the time Natural England published its February 2026 update, two further south-western projects had joined it and the organisation was working with around thirty more prospective schemes at varying stages of development, which is a rate of expansion nobody in the sector was forecasting three years ago.
Nine of those had already been invited to apply, with proposals in Devon, Cornwall, Dorset, Kent, the Isle of Wight and Cumbria. Several schemes are looking at releases into some of England's largest river systems, including the Humber, the Severn and the Thames. Applicants for a wild release licence have to demonstrate clear environmental benefits, evidence of meaningful engagement with local landowners and managers, and a ten-year plan with an exit strategy. That is a longer commitment than most land managers assume when they first hear about a scheme nearby.
Natural England's Beaver Considerations Assessment Toolkit, launched on 2 February 2026, maps where beavers are likely to thrive and where their dams are likely to meet infrastructure.
It is free to use. If you want to know whether your own watercourse is a candidate, start there. Alongside it, Defra is leading a national Long Term Management Plan, with independent assessments of the socioeconomic benefits and risks under way and consultation expected during 2026. Until that lands, the licensing regime below governs the day-to-day.
Are beavers protected, and what can you do about a dam on your land?
Yes, and the protection is stronger than most landowners expect. Since 1 October 2022, under the Beavers (England) Order 2022, the Eurasian beaver has been a European Protected Species in England, which makes it an offence to capture, kill, injure or disturb a beaver, or to damage a dam, lodge or burrow, without a licence from Natural England. Most routine management sits under one of three class licences.

CL52 is the one most land managers will use. Its conditions are worth knowing before a dam appears rather than after. Registration requires accredited training and no wildlife conviction since 1 January 2010. Natural England is explicit that "this licence does not allow you to modify or remove a lodge or undamaged burrow". Work on a SSSI, a European site or a Ramsar site needs separate consent. Every action has to be recorded in writing and reported annually by 31 March.
The one genuinely permissive rule is for new work: "you do not need a licence to modify or remove dams if the dam is less than 2 weeks old", outside the 1 March to 31 August breeding season. After that fortnight, the dam is protected and so is everything in it, which is why the fortnight is worth knowing about before you need it rather than the week you do.
Removing a beaver dam more than two weeks old is not a maintenance decision. Outside a class licence it is an offence, and the licences only run from 1 September to 28 February.
Two further regimes sit alongside the species protection and are easy to miss. If beavers turn up on a watercourse you own, the duties of a riparian owner apply as they always did. Installing a flow device or altering a channel is also a consenting matter in its own right. On an ordinary watercourse that means ordinary watercourse consent from the lead local flood authority. On a main river it means an environmental permit from the Environment Agency. Which one you are standing next to is not always obvious, and we have set out how to tell them apart.
The Forest of Dean scheme: what happened next
When this article was first written in 2018, the news was an enclosed scheme at Greathough Brook in the Forest of Dean. A family of beavers was to be introduced above the village of Lydbrook to hold back storm water, in what was then the first scheme of its kind on government land, run by what is now Forestry England and approved by Natural England. It did not go to plan. The way it did not is more useful than the original announcement.
- July 2018, the first pair arrive. Two beavers were brought from Bavaria to the Greathough Brook enclosure above Lydbrook.
- February 2019, both removed. One tested positive for a tapeworm disease and the pair had to be taken out.
- Autumn 2019, replacements from Scotland. A new pair was introduced, and after the loss of the female a further partner followed.
- 2023 and 2024, kits born. The enclosure produced young in both years.
- Now, a working wetland. The site has matured into a mosaic of dams, pools and wet ground holding water high in the valley above Lydbrook, broadly delivering what it was set up to test.
Seven years from announcement to a functioning wetland, with two false starts on the way, is the ordinary shape of these schemes rather than an unlucky one, and it is worth holding in mind against any programme or planning timetable that treats a beaver release upstream as though it were an immediate flood measure. It rarely is. The wetland arrives years after the press release.
What beaver activity means for a flood risk assessment
Formally, very little. Beavers and flood risk meet in the catchment, not in the report: a beaver dam upstream is not a flood defence, it does not appear in the Environment Agency's modelling, and it earns no allowance in a flood risk assessment. Upstream land use shapes the runoff reaching a site, but a planning decision still turns on what is demonstrated for the site itself, at the design event, with the climate change allowances applied in full. Nothing upstream buys you a discount.
That matters most where somebody is tempted to borrow a number. The headline peak reductions reported at the River Otter, Holnicote and Eddleston Water are properties of those catchments. They are not transferable percentages, and both the Environment Agency's Working with Natural Processes evidence base and the Parliamentary Office of Science and Technology have said so. An upstream scheme is useful context in a baseline description. It is not mitigation. No lead local flood authority will credit it as such.

There is one place beaver activity genuinely bites, and it runs the other way. A dam upstream of a culvert or a constricted reach is a blockage mechanism, and blockage is already a standard sensitivity test, so where a release site or an established population is close enough that dam-building on the reach above you is plausible, the sensible course is to say so in the assessment and test the scenario rather than leave a reviewing officer to raise it for you. The Beaver Considerations Assessment Toolkit is a reasonable evidence base for judging whether it is live at all. Most of the time it will not be.
- The design event, on your site. Flood Zones and modelled levels come from the statutory Flood Map for Planning, not from what is happening upstream this year.
- Climate change allowances in full. Nothing about an upstream scheme reduces the climate change allowances a design has to accommodate.
- Blockage as a sensitivity test. A plausible dam upstream of a culvert belongs in the residual risk section, tested as a scenario, not in the mitigation section as a benefit.
- Surface water on the plot. Runoff generated on the site is still yours to manage, which is what a surface water drainage strategy has to set out, down to source control at plot scale.
Beyond flooding: water quality, drought and biodiversity
Flood attenuation is only part of the case. On a planning site it is rarely the strongest part. The same ponds and wetlands trap sediment and filter pollutants, and UK monitoring has found beaver dams capturing silt and cutting the phosphates and nitrates washing down from farmland, which on a catchment already failing its water quality targets may well be worth more than the flood benefit that gets the headlines. Holding water in the landscape raises summer baseflows, which supports drought resilience as well as flood management. The wet ground stores carbon and the habitat mosaic suits fish, amphibians, insects and birds.
On cost, beavers compare well with hard engineering: once established they build, repair and adapt their own structures without the capital spend and maintenance a conventional defence carries.
Where beavers fit in UK flood risk management
They fit as an additive, catchment-scale measure, part of the wider shift towards working with natural processes that runs through the England Land Use Framework and the reform of flood defence funding, which now gives natural flood management a defined share. On the right catchments they reduce and delay peak flows, and they deliver water quality and biodiversity gains alongside, which is a genuinely strong case for putting them into a landscape and no case at all for leaving a defence out. They do not replace engineered structures sized for residual risk.
For anyone developing land, that distinction between beavers and flood risk in the landscape and flood risk on a site is the whole point. Beavers are a powerful way of managing water across a landscape. They are a poor answer to a planning officer asking what happens on your site in a 1 in 100 year event plus climate change. Two different jobs, and only one of them is yours. The argument that a catchment ought to be managed differently is a good one, and a flood risk assessment is the wrong place to make it. Do beavers reduce flooding?
On small and upland catchments, yes. UK monitoring, most clearly at East Budleigh on the River Otter, shows beaver dams lower and delay flood peaks by storing storm water and slowing its release. They are far less able to influence a large river or tidal flood, where engineered defences and catchment-scale schemes do the heavy lifting.
Do beaver dams cause flooding?
They can raise water levels locally and flood low-lying ground upstream of a dam, and they can block culverts if left unmanaged. That is exactly why wild releases are licensed, sited with mapping tools and backed by a management framework that allows intervention where dams cause problems.
Are beavers protected in the UK?
Yes. Since 1 October 2022 the Eurasian beaver has been a European Protected Species in England. It is an offence to kill, injure or disturb beavers, or to damage their dams or lodges, without a licence from Natural England.
Can I release beavers on my land?
Only under licence. Wild releases in England have required a Natural England licence since February 2025, and enclosed projects need authorisation too. Applications must show catchment-scale planning, monitoring and local engagement before a licence is granted.
Is there compensation if beavers damage my land?
There is no dedicated compensation scheme. Support runs through the Environmental Land Management scheme instead, with options covering tree guards, crop protection and expert dam management, plus funding for leaving space around a watercourse.
Who do I contact if beavers appear on my watercourse?
Natural England is the licensing body and can be reached on 0300 060 3900. Local beaver management groups give practical advice on damming and mitigation, and are usually the quicker first call.
