  • A tidal town. The Parrett is tidal through Bridgwater and can only discharge to Bridgwater Bay at low water, so a high spring tide and a wet catchment arriving together is the defining flood scenario here.
  • Three named flood warning areas cover the town. The Environment Agency runs separate tidal warnings for Bridgwater at Manley Gardens and East Quay; at Taunton Road, Robins Drive and the Bristol Road Business Park; and out to Moorland, Burrowbridge and Stathe.

Why does Bridgwater flood?

Bridgwater floods because it is a tidal town on a tide-locked river. The River Parrett runs through the centre as a tidal channel, and it can only release water to Bridgwater Bay when the tide is low enough. When heavy rain on the Quantock and Blackdown catchments arrives at the same time as a high spring tide, the river backs up against the town. The Bristol Channel outside carries a tidal range of more than 13 metres, among the highest in the world, so a storm surge riding a spring tide is the worst-case scenario the defences here are designed around.

The ground does not help. Bridgwater sits on soft estuarine alluvium — clays and silts laid down by the Parrett — with a high water table close to the surface. That matters for two reasons: infiltration drainage rarely works, and groundwater can rise into basements and foundations independently of the river. Most sites in and around the town therefore face more than one source of flooding at once, which is the central thing a credible flood risk assessment has to untangle.

  • Tidal flooding. The dominant risk. The Parrett is tidal through Bridgwater and the town lies behind tidal defences, so the design event is the 0.5% annual probability (1-in-200-year) tide rather than the 1% used for ordinary rivers. See our guide to tidal and coastal flooding.
  • River (fluvial) flooding. The Parrett and, upstream, the Tone drain a large rain-fed catchment off the hills. When that flow meets a tide-locked outfall, levels in the town rise. Our explainer covers river flooding in detail.
  • Surface water (pluvial). Now the most widespread flood risk in England, and a real issue in Bridgwater's older drained streets and around Express Park. Since the 2025 PPG update, surface water on the Flood Map for Planning can trigger an assessment even on a Flood Zone 1 site.

In Bridgwater the question is rarely whether a site is at risk from one source, but which combination of tide, river, surface water and groundwater drives it — and a generic report that looks only at the river will not get past the Environment Agency.

The Bridgwater Tidal Barrier and what it means for your site

The Bridgwater Tidal Barrier is a major flood defence under construction on the River Parrett near Express Park. It is designed to give Bridgwater and the villages downstream a 0.5% annual probability (1-in-200-year) standard of protection against tidal surge, with an allowance for sea-level rise. For a developer, the barrier changes the probability of tidal flooding in the town, but it does not remove flood risk from a site, and the planning system still treats the area as the undefended floodplain.

  • A £249 million scheme. The barrier's business case has been approved to date at £249 million; in June 2026, Kier was awarded a further £101 million construction contract to complete the barrier substructure, with works expected to continue for several more years.
  • A 1-in-200-year tidal standard. It is being built to protect against the 0.5% annual probability tide with a climate-change allowance, the standard most English tidal defences are designed to rather than the 1% used for ordinary rivers.
  • Around 12,800 properties. The scheme is on course to improve protection to more than 11,300 homes and 1,500 businesses in Bridgwater, Chilton Trinity, Pawlett and Combwich.
  • Built, not finished. The downstream defences are well advanced, but the barrier itself is mid-construction, so any assessment must reflect the protection actually in place at the time, not the finished scheme.

Because the Flood Map for Planning shows the floodplain as if defences were not there, a site protected by the barrier can still sit in Flood Zone 3. That is not an error — it keeps the residual risk visible, the risk that remains if a defence is overtopped, breached or exceeded. The barrier lowers the odds of a tidal flood in Bridgwater; it does not switch the floodplain off, which is why a planning case here still stands or falls on residual risk.

A history of flooding in Bridgwater

Bridgwater's flood record is why its authorities scrutinise development so closely, and why a flood risk assessment in Bridgwater has to be evidence-led rather than generic. The town's defining events are tidal, set against a backdrop of river flooding on the moors around it.

  • 1607 — the Bristol Channel flood. On 30 January 1607 a surge, possibly a tsunami, drove far inland across the Levels and the Parrett valley, drowning an estimated 2,000 people across Somerset, Devon and Wales. Markers on church walls in the area still record the height.
  • 1981 — the December tidal surge. On 13 December 1981 a storm surge coincided with a high spring tide in the Bristol Channel, flooding low-lying parts of the Somerset coast and estuaries. It is one of the events that made the case for a tidal barrier at Bridgwater.
  • 2013–14 — the winter the Levels drowned. Around 600 homes flooded and roughly 17,000 acres of the surrounding Moors lay under water for weeks. The response triggered an 8km dredge of the Parrett and Tone and a 20 Year Flood Action Plan that named a Bridgwater barrier as a priority.
  • 2026 — a major incident again. Somerset recorded its second wettest January since 1871; at Storm Chandra's peak the Somerset Rivers Authority recorded 1.2 million cubic metres of water an hour moving down the Tone and Parrett. Bridgwater's worst floods have been tidal, which is why a credible assessment here starts at the coast and the spring tide, not just the river that runs through the town.

Do you need a flood risk assessment in Bridgwater?

You will normally need a flood risk assessment in Bridgwater if your site is in Flood Zone 2 or 3, is one hectare or larger in Flood Zone 1, or sits in an area at risk from surface water, groundwater or other sources. Given how much of the town lies within the tidal floodplain of the Parrett, a large share of Bridgwater development triggers one. A clean, site-specific assessment is often what keeps an application moving.

With so much of Bridgwater on the tidal floodplain, the safe working assumption is that a site needs an assessment until a check shows it does not.

Who is the Lead Local Flood Authority for Bridgwater?

For Bridgwater, the Lead Local Flood Authority is Somerset Council. Local government reorganisation merged the former county and district councils into a single unitary Somerset Council on 1 April 2023, so the authority that was Sedgemoor District Council is now part of it. On the moors around the town, internal drainage boards run by the Somerset Drainage Boards Consortium maintain the rhynes and pumping stations and issue ordinary watercourse consents in their districts.

Drainage strategies and SuDS in Bridgwater

Most major Bridgwater schemes need a drainage strategy alongside the flood risk assessment, and on this ground that strategy has to work with a tide-locked, pumped system rather than against it. Somerset Council, as Lead Local Flood Authority, judges it against national policy, the 2025 National Standards for SuDS and the CIRIA SuDS Manual, and an unresolved drainage objection will usually stop the application being determined.

Infiltration is the first option in the drainage hierarchy, but on Bridgwater's clays and high water table it frequently fails, so a credible strategy tests it early and keeps a discharge route ready.   • Design for all four pillars. Quantity, quality, amenity and biodiversity — Somerset increasingly expects schemes to address all four pillars of SuDS, not just hydraulics.
  • Discharge where the system can take it. Near the Parrett and the King's Sedgemoor Drain, discharge rates and volumes have to respect a tide-locked, pumped catchment with limited headroom; betterment on previously developed sites is often expected.
  • Watercourses carry duties. A rhyne or ditch on your boundary brings riparian responsibilities, and works usually need ordinary watercourse consent from the LLFA or the internal drainage board.
  • Get it in early. A weak strategy is the most common reason for an LLFA objection; sites in a critical drainage area face tighter requirements still.

On Bridgwater's clay and high water table, a drainage strategy that simply assumes a soakaway will work is the quickest route to an objection.

Development and flood risk assessment in Bridgwater

Bridgwater is one of the fastest-growing towns in the South West, driven by its position on the M5 and its role in the Hinkley Point C supply chain. That growth pushes development onto land where flood risk and drainage have to be resolved early, and the kind of site you bring forward shapes the scope you need.

  • Employment and logistics land. Sites at Express Park, Dunball and Bridgwater Gateway, overlooking Junction 24 of the M5, sit close to the tidal Parrett and the King's Sedgemoor Drain, so tidal and surface-water risk usually both apply.
  • Urban extensions. The North East Bridgwater strategic expansion and the wider Hinkley housing zone bring large residential schemes forward where the sequential test and finished floor levels are front and centre.
  • Town-centre and brownfield redevelopment. Regeneration around the Docks, East Quay and Northgate brings surface-water betterment and SuDS retrofit into play, even where the ground floor is already developed.
  • Conversions and infill near watercourses. Smaller schemes beside a rhyne or the Parrett almost always need safe access and egress and floor levels set against a credible design flood level.

Climate change is not optional here. A Bridgwater assessment must apply the Environment Agency's allowances for higher tides, river flows and rainfall over the development's lifetime — generally 100 years for housing — which sets floor levels, freeboard and the attenuation a drainage scheme needs. Where national mapping is too coarse for a tidal site, flood modelling can define the design levels more precisely.
